Can I use a device that's not a phone?

This is a mobile film festival, so the film must be entirely shot on a phone or on a drone. If it has a camera but is not a phone (DSLR, Osmo Pocket, etc), it’s not allowed.  You CAN use lenses, mics, gimbals, filters, and other filmmaking accessories with your phone.
